Thomas C. Shortell, an international bank officer who retired from Citibank in 1991, died Feb. 24 at the Washington Home hospice. He was 88 and had lived in Washington since 1994.

The cause was pneumonia, his wife, Elizabeth Shortell, said.

Thomas Campion Shortell was born in Boston and served in the Army Air Forces during World War II. He was a 1949 graduate of Bowdoin College in Brunswick, Maine.

In 1954, he joined the international division of First National City Bank, the predecessor of what is now Citibank. His assignments included South Africa, New York and Greece.

In 1970, he was a founder of the Campion School, an English-language school in Athens.

Survivors include his wife of 61 years, Elizabeth “Betsy” Buchheister Shortell of Washington; four children, Thomas C. Shortell Jr. of Athens, Andre W. Shortell of London, Joseph H. Shortell II of Dallas and Louise C. Rich of Brandywine, Md.; and seven grandchildren.
